Varmaji, thanks for paying such attention to lyrics and making explanatory videos like this one! I wanted to share some of my thoughts here assuming it is appropriate to do so. Perhaps the reason for singing the pallavi as देव देव कलयामि ते is that it gives a marked punch to the line. There may be a few ways of maintaining that punch without compromising the meaning. One is देव देव कलयाम्यहम् (God of gods, _I_ contemplate/consider). This brings in the implicit subject अहम् and may be an interesting way of repeating the first line before moving on to चरणाम्बुज सेवनम्). Another, slightly adventurous possibility may be देव देव कलयामि चेत् (… _if_ I contemplate … or … _even if_ I contemplate …), repeating that and moving to the second part of the pallavi replacing चेत् with ते. This alternative even sounds like कलयामि ते. The third possibility is to use alternative meanings of ते. In addition to meaning "your", ते is also the neuter, accusative (second case) dual of तद् (that). चरण could be used in masculine or neuter. If used in the neuter, a possible beginning could be देव देव कलयामि ते, देव देव कलयामि ते चरणे (I am contemplating those two, I am contemplating those two feet) and then moving on to … ते चरणाम्बुज सेवनम् (where ते now means "your"). Of course, all these involve introducing new, albeit short, words to the lyric (like MDR did occasionally). In the charanam (sorry for the pun), repeating of the usual neraval line जातरूप निभचेल जन्मार्जित ममाखिल makes it sound like "the golden (bordered) sarees I have acquired throughout my janmam"! Taking a slight liberty with word order, an alternative way of singing the neraval would be जातरूप निभचेल पद्मनाभ शौरे or जातरूप निभचेल देव देव कलयामि.

The lack of proper lyrics with apt explanation (especially like what you explained... where the break should be) is one of the reasons which elude the common man from enjoying it.
