The report sounds like basic common sense. It is necessary to get NHS fully engaged, get infrastructure up with that money and staffed with mental health, clergy professionals. I had chemio, and I can tell you that nowadays, in many cases, It doesn't prevent from working. You May be more tired than usual, you may want peace around you, but if you feel well enough, you are absolutely in condition to sit at your desk and do some back-office works. Princess Catherine takes very seriously her duties, so I imagine that She wants do her part for the projects She follows, even if temporary can't do the front office part of It...
