So the reason why some look disgusted is because in this world if you quirkless you are worth less than dirt. We see this a little with Midoriya at the begin of the show. So in theory the opinions of most people is that quirkless people are a disgusting, some may even think of them as not human. As for all might, he just disgusted by the fact that someone who was quirkless like himself could possible take a quirk in such an unethical way Hope this cleared up any confusion
