I'm sorry to tell you, but I think you completely misinterpreted dabi and hawks in this scene. 1. Hawks never intended to kill twice from the beginning, and he would never have. He was bluffing, that was very clear by on purpose avoiding fatal organs (that was said by hawks himself) when he attacked twice and him saving twice from dabis attack. Which brings me to topic two 2. Dabi doesn't give a fuck if twice dies, and wouldn't have cried even if he could. He attacked hawks while twice was still in range. That means dabis attack would have defiantly hit twice, but since hawks didn't want twice to die, he saved him and got hurt himself. Then dabi went on to monologue about how he knew he would save him, but when it all comes to an end, he was never certain. He did not care if twice was fine, there is So much evidence for this. The fact he waited until twice was beaten up enough because of the photos and videos that were shown later, the fact he didn't care if he hurt twice or not, the fact that if dabi didn't come to interfere, twice would probably still be alive, and he knows that (twice died due to his wounds, meaning if he stayed put he would probably have survived) and the fact that he was laughing (which just shows his win was more important than that twice was injured and died). Heck, dabi even said it himself. He doesn't care for twice, nor the rest of the league. That includes toga as well. He is simply disappointed because he could have been useful for later, but other than that did not care.

You are so wrong, I’m sorry but you obviously haven’t watched the anime if you think this is what happened. Hawks didn’t kill twice. While he was a big part of his death, it was as much Dabis fault as it was his. Hawks only wanted to arrest Twice. You can see that he moves twice out of the way of Dabi’s attacks. Dabi was injuring Twice while fighting Hawks. And Dabi stated he didn’t care about that. That he didn’t care whether Twice lived or died.
