Theory: What if Shigaraki's quirk doesn't disintegrate things but instead just removes/evaporates all the water in it making it crumble? That could be why he's so crusty

Or it could be a type of dual quirk like disintegration / hyper dehydration. Disintegrating non organic material like brick and hyper dehydrating organic material with a lot of water in their body like humans we could see an instance of this at the usj when he touched erasers elbow and the skin just flaked off
