Hi... I think what you have shown in option a of first question are not 1,3 diaxial interactions...They are 1,4 in fact. Methyl groups which you are considering are not on cyclohexane carbon but on a C which is attached to C1!

Because fluorine is the most electronegative atom and hydrogen bonding is define as bonding between hydrogen and electronegative atom
