Watching this earthmoving 'operation' is laughable, they may as well have a fire and throw money on it. Have they no knowledge of minimising handling dirt? I mean, one backhoe cutting a slope (canal wall?) dumping it on the top where a second hoe digs/rehandles it by swinging 180 degrees to dump it again (where is the dozer or compactor with blade?) it is difficult to imagine a more unproductive/expensive/ineffective/useless operation !!!!
