Sir in both case whether it is diffused or regular the angle made by the reflected ray will be theta but I think,by mistake you have mentioned that in case of diffuse reflection it will not be theta .Since laws of reflection will be followed whether it is regular or diffused and in case of diffused reflection parallel beam do not remain parallel after reflection but in this case also angle made by the reflected ray with normal will be theta.
