Format WAV files to play in CircuitPython

Thanks for this video. But let's say I'd like to pitch shift a wac file, is there a way a sample at a different sample rate than it was recorded at without getting an error? Let's say that I have a file at 8000hz for example, and I want to play it at half the speed, thus play back would be at a sample rate of 4000hz. How would you set that up?
