Session description:
In an increasingly intricate humanitarian system, one thing remains constant: local organizations are the first on the scene and the last to depart. This reality is exemplified in Eastern Europe, where civil society spearheads the humanitarian response to the Ukraine crisis. However, all civil society is diverse, with many organisations pivoting their efforts to aid refugees and internally displaced persons.
While donors and responding INGOs acknowledge this shift, systemic needs often take a back seat to standard relief efforts, leaving numerous non-standard, emerging humanitarian actors unsupported. The scale of the Ukraine response unveils unique opportunities to test sustainable, transformational solutions that fortify a more diverse array of local organizations.
The panel will explore the motivations driving donors, such as the Disaster Emergency Committee, to adopt novel models supporting a broader response. It will explore the opportunities and challenges for both local organisations and INGOs.
The discussion will encompass the future of similar humanitarian responses, outlining the necessary evidence to inspire other donors and funders to amplify investments in leadership, capacity strengthening, and robust localisation strategies, addressing diverse audiences and fostering stronger local networks.
