Why did they release another game? Ez question, it was always there and has been in development for quite a while, it was shown that it was in development right after GFL 2 was announced several years ago (exaggeration). Most if not all veterans knows this, ask any veteran and they most likely would know, it wouldn’t be a surprise for them unless they’re inactive in social platforms or just casuals playing the game for lore. The Upcoming games from MICA were Reverse Collapse (released), GFL 2 (released), PNC (released), Glitch land (the developers quit midway but they did promise to make it happen sometime soon, I mean a lot of big names quit from this company and they’re making it big now) and TPS GFL which is this (In development). Yu Zhong’s main goal is to create a non gacha game, that is his wish. He promised that he’ll make 3 more games for the GFL universe, idk if it includes GFL 2, PNC and RC 2? But the game will continue until then. His new projects will start thereafter.

There's no way this is any kind of REPLACEMENT for anything. It doesn't even have Girls' Frontline branding, at least, as of yet. If I had to guess, this Hecate company made a shooter and data-mined the models out of GFL2 for fun, because they are fans of the GFL, decided to approach MICA about licensing them and ended up partnering with them or something like that. Besides, this would hardly be merely the start of a "MICA-verse". In addition to GFL2, MICA already has GFL1 and Project Neural Cloud on the go, and released the single player game "Reverse Collapse: Codename Bakery" on Steam earlier this year. All these games are in different genres and take place at different time periods in the same universe, so MICA probably figured there's room for one more.
