Your second tool would have been my first. I saw what you were doing there, and I said, I git it, but I still would have started with the wire drill but, or even a drill tip sander. I can only imagine what's living under there after all those years!

nice work. How do you prevent rust from forming underneath the newly applied epoxy? How do you know if all the rust was removed before applying the epoxy?

for steel to rust , it needs 2 elements, air and water (moisture) and by threating it with rustconverter and then sealing it has little chance to rust again.
