short @ 19:41 doesn't seem to short the entire circuit. R1 looks to be operative/active. Right?

Remember the source sees three paths in parallel: R1, R2, and a 0 ohm path. Virtually all current will be routed around R1 and R2 and through the 0 ohm short.
