@Proud_Macedonian7766 Hey bro, I'm not a good player either, and I have struggled with Navy, too. I think how many ships should I have or the ratios. My best answer to that is if you don't know how to use navy, spend in arty technology because arty wipes out ships including battleships and aircraft carriers. Also, if you do want to produce a navy, just make sure it has battleships, destroyers, and submarines and tons of it.
