Cats trill when they're extremely excited/happy, so typically if they're happy to see you, they'll make this sound! You can also make the noise back to get their attention or just greet them, trilling at your cat when they walk into a room is a really nice greeting and helps build a bond with them, doing this with a kitten also often leads to an increase in trilling as they age!

While this is true, I'm pretty positive my cat sometimes trills in frustration. Especially when she's begging for something and I don't give it to her RIGHT NOW, whether it's food or play or being let outside. It's like an exasperated trill that tells me: 'What the heck, don't you understand what I need? go do it already!'
