Power Minister doesn't know (or does he ?) the full story..... how some of the meter readers have not taken proper readings for several months or billed for much less than the average number of units .....thus boosting the number of units in the later months....and billing consumers at the higher rate....leading to a huge rise in the bill because of billing at higher rate.
