I mean, she THE Kagura and her power levels are fairly low compared to Daidouji and Jasmin. But she probably has the most powerful Ultimate Ninpo in the game so there's always that ^^. I'd say she's the most powerful of the balanced characters given her evasive attacks and teleports that help compensate for her low defense, an absurdly good Ultimate, and high attack power. Daidouji, Rin, and Jasmin are all more powerful, but they're purposefully broken.

Kagura is one of the most powerful and fun characters in the game! Her Ultimate Susanooh is ultra powerful If you think it's strong try using it with Hyper Armor (Yang Effect Level 5, stacks 1.5× attack & defense on top of Shinobi Transformation) according to stats Kagura isn't the strongest but in gameplay her Ultimate is the second strongest only outclassed by a character from another series.

As flawed as SK2 is, at least it had Kagura and Naraku, and some of the best tracks in the franchise. Really think Shinobi clones should be tossed in somewhere in the series, as well as Orochi's theme.
