Yep, skyscraper buildings have that so the glass, if it breaks, it won't shatter in a million pieces and hurt people in the room and or down below. And, only certain bullets will go through those windows.

But if a bullet goes through glass, it will still create an impact breakage around where the bullet went through - kinda looks like a cobweb. The glass in this game looks completely unimpacted by the bullets which is a really bad representation of reality.
