So with the PS1 startup, what is actually making the "sound" of the start up? Is it just data that gets transcoded into an audible output?

Keep in mind the PS1's sound chip is is essencially an upgraded version of the SPC700, so the bootup sounds are still composed with a midi like interface, uses 5-10 samples, and thus is rendered in real time. Does that answer your question?
