That's not a psycho laugh. That's a prideful laugh. There's a difference. Y'all need to stop comparing him with Kira. Kira's a different character. His laugh was suppose to have evilness and psychotic. He did that. Gilgamesh's laugh is supposed to have the notion of pride, superiority and amused. And this laugh captures that perfectly.
