I’d definitely say the kit is a DR177. Used to be called 180. I think your scooter is or was electric start so the DR that’s normally cast into it may have been ground off to save the starter ring from grinding on it.

Just my 2 pence worth, but that barrel looks a bit to short to be a DR 180 kit or even an malossi kit. it might be an Indian 150 5 port and with that mad pipe on, the jets could be wrong so that's why it may be pain to start. also you could check the pilot screw at back of the carb and it's set to a full turn and a half.
