If you notice, many of the same actors play different characters. This type of show has many "quick changes." It makes sense if the costumes aren't as elaborate or the makeup on certain characters isn't as detailed because the actors have to be able to switch characters in a very short amount of time. There are probably off-stage hands that even help them change quickly. If the costumes look cheap or the face pieces are very noticeable, that's my guess why. Also, the show is very dark (lighting wise) and meant to be seen at a distance. The audience won't notice the face pieces as much as we do because we are getting close ups with the cameras. I've never worked for Disney so I can't compare it to other shows, but I have been in traveling theater companies and the build of the costumes were similar. That['s my guess to why the costumes look the way they do. I actually really like it. It's very cartoony.
