this was the most ridiculous artifact luck I've ever had, and it was all on DEF% main stat artifacts

you could still use those for noelle it would do really great damage, just try it out you won't be disappointed

I just spent all my resources leveling Xiao, Ganyu, and Zhongli. So I cant really build Noelle right now. Maybe one day though...
