As you may have seen in the opening, Doc Yoshiyama has become the corrupted Doc Waruyama, and has taken over both the real world and cyberspace. Pulseman is a boy who's half-human, half C-Life. This is because Yoshiyama mated with a C-Life female before he left cyberspace and became Waruyama.
Because of this, Pulseman, has electric powers, and is capable of traveling through both the real world and cyberspace without any issues.
He works with his C-Life girlfriend, Beatrice, to find the crimes of the Doc's Galaxy Gang and put a stop to them, starting with Japan, where, among other things, the Gang has taken over a news channel building.

Pokémon Similarities:
1. As you see in the Stage Select screen and sometimes during gameplay, Beatrice is Pulseman's girlfriend who provides support and feedback to him. She looks a bit like Nurse Joy, a human character that's known to take good care of injured Pokémon. Beatrice herself is as sweet and kind as you can expect a Nurse Joy to be.
2. Pulseman's signature move is called the Volteccer, where he turns into a ball of electricity that will remain so as long as he can ricochet off walls, floors and ceilings. It's similar to the Pikachu family's own signature move called the "Volt Tackle", though it really is called "Volteccer" in the Japanese version of Pokémon. The Super Smash Bros. Brawl version of Pikachu's Volt Tackle looks a lot more like Pulseman's Volteccer.
3. Said Volteccer is a double reference to Tekkaman, where it's called "Voltekka" in that anime.
4. Even one song of this game would foreshadow a bit of what will be a future Pokémon song. Compare the part of the Stage 1 song at 1:17 - 1:28 to this Pokémon Diamond/Pearl/Platinum song at about 0:37: • Pokemon D/P Music - Ri...
5. A news reporter woman that you save is called Lisa Hatfield. She's out cold in the background of the news building, and narrates Pulseman's victory in saving Neo Tokyo after he resolves the stage's issue. She made an appearance on a Pokémon Journal logo for Game Freak's official web page. This is probably the closest link between Pokémon and Pulseman.
Pulseman as a whole was made after Tekkaman, but before Pokémon, so if anything, almost every case that shows up in Pokémon is a possible shoutout to this very game.

After beating every stage, there is a Bonus Stage where you use an unlimited
Volteccer to break all the blocks you can. You must complete this under a time limit, or you won't get a Perfect Bonus, which is 10,000 points.
