I think they are adding huge combo freeze on songs that has not to many steps, and reducing large combo freeze on songs that have too many steps on their charts. Not sure, is just my theory🤔 like gun rock has few steps and added a long combo perfect freeze at the end.

prolly because the score screen is simplified up to 1m score so if there is too much combo on the song, its will be too easy to achieve "A" rank on high difficulties with lot of combos

Those decreased notes are from holds. Holds that count for too many notes would abuse the new scoring system, because holds give you too many perfects. That is why hold note ticks had to be adjusted.
