The combine are, in fact, a terrifying occupation force that you don't really get the full grasp of DIRECTLY and IN YOUR FACE through some exposition dump in Half Life 2, you just know that they're generally oppressive. But its animations like these that really show what's happening to the human beings who are trying to resist. Even the Civil Protection units that are with the larger dude are humans who joined into the force for their own selfish reasons or possibly to help their own family with promises of extra food or other privileges from the Combine. Even the larger unit, Spikewall, was likely human at some point, but when Civil Protection transition over to the point of more militarized looking soldiers like that, it means they've become more mechanized and have been forced to lose their humanity, which is something this short portrays excellently through the body language of the clearly nervous Civil Protection units contrasting with the unbothered and robotic Spikewall.
