In US and most developed countries, no such exam is required for civil services. Any person who has a degree in Masters of Public Administration can be directly recruited from University. Glorify private sector jobs like Microsoft, Tesla in US not the UPSC jobs.

Most people who become IAS officers, their motive is to get famous, powerful and show off their success to society and get a luxurious life for themselves, mostly the women who become IAS do it just to show how intelligent, strong and independent they are. Their are very few IAS who take their job as a responsibility towards the nation and its people. Corruption is the main reason. Not just IAS, people having government job in any domain most rarely work in their jobs as they will easily get their salaries from taxpayers money.
