Really a little disheartened to see that this time you have not done your homework. Pal Dhaba, no local with good taste visit this place anymore, a small but older than Pal Dhaba Bhatia Dhaba is much better. Kulcha got popular in chandigarh because of Brothers Hub who started as a small kiosk in IT city. Pandit ji kachori wala is not at all consistent with quality so little surprised that you chose a person who doesn't even know a little about food taste.
