Roger absolutely lip syncs. I saw the Wall tour 3 times and the vocals were exactly the same each time. There’s no way he was hitting those high notes consistently. I think they recorded him live in short segments and pieced it together. They may have even had someone that sounds like him covering the high notes and blending it with his voice.
