I love the Prosci Change Management approach. I am a Prosci Change Management Practitioner and used the tools and techniques to implement a big change in a unionized environment. It is very different from private sector, because on the people side, you will need to add the Union. Would be interesting to have a video specifically describing the challenges while doing changes within the public sector.
