Pursuit/DWI/Non-Compliant US-49 Craighead Co Arkansas State Police Troop C, Traffic Series Ep. 804

C-14's incident report: "On February 25, 2024, at approximately 7:40 am, I was patrolling on US Highway 49, traveling south. I observed a black passenger car traveling north on US Highway 49. I activated my front opposite direction radar and got a radar on the vehicle showing 73mph in a posted 60mph zone. I turned around and began to catch up to the vehicle. As I was approaching the vehicle, I activated my front same-direction radar and got a reading of 75mph. I then initiated a traffic stop on the vehicle on US Highway 49 at Craighead County Road 931. The vehicle pulled to the right shoulder and slowed to almost a complete stop. The vehicle continued to slowly roll down the shoulder and would not come to a complete stop. I then turned on my siren to get the vehicle to stop, at which time it got into the outside lane of travel and began to accelerate. Once the vehicle passed Craighead County Road 931 and continued to accelerate, I notified Troop C Communications Center that I was in pursuit. The vehicle continued to accelerate to approximately 85mph. The vehicle continued for approximately a mile before slowing to a stop on the northbound shoulder. Once stopped, I began to give commands to turn the vehicle off. The driver rolled the window down, at which time I could see a black male in the driver's seat. I then began giving commands for the driver to step out of the vehicle with his hands up. The driver put his hands out of the window but verbally refused to step out of the vehicle. Troop C Communications Center advised me that Greene County Deputies and Paragould Police were en route to my location. Due to there being multiple occupants in the vehicle, I was waiting for the other officer's arrival before approaching the vehicle. Prior to the other officer’s arrival, the back seat passenger on the driver's side began to exit the vehicle. This passenger was later identified as Carol Reid. I began giving her commands to turn around, to which she replied she “didn’t have to do shit since she was not the driver.” I continuously gave commands to turn around and she eventually made a full circle turn. I then commanded her to look in the opposite direction of me and walk backward. She slowly walked back to my vehicle; at which time I instructed her to place her hands on the trunk of my vehicle so that I could place her in handcuffs. She then refused to do that. I then grabbed her hands and placed her into custody with no further incident. I then sat her on the shoulder in the grass behind my vehicle and continued to hold cover on the vehicle until assisting officers arrived. Once Paragould officers arrived, I began giving commands again to the driver, who still refused to get out of the vehicle. I then saw the front passenger window roll down and there was a black female sitting in the front passenger seat. I then moved to the passenger side of my vehicle and physically motioned with my hand while simultaneously giving commands for the passenger to step out of the vehicle. I then specified even further, yelling, “Front-seat passenger to step out of the vehicle,” but she still did not follow commands. There was also a passenger on the back passenger side of the vehicle who was not stepping out of the vehicle while I was giving commands. Once commands were not followed, the assisting officers and myself, approached the vehicle. I approached the driver's side to take the driver into custody. The driver had his hands out of the window once I got to the back driver-side window. I instructed him to roll down the back window at which time he refused to do that. The doors to the vehicle were also locked so I was unable to open the driver door. I grabbed the driver’s hands to control them while I reached into the vehicle to unlock the door. Once the door was open, I attempted to remove the driver from the vehicle, but he physically resisted and braced himself so that I could not get him out of the vehicle. I then stepped back, drew my Taser, and commanded the driver out. The driver still did not follow commands and I deployed one taser cartridge. The top probe struck just above the waistline through his sweatshirt pocket and the other struck the left forearm. This caused full incapacitation during the five second cycle. Once the cycle was finished, I gave more commands to the driver to exit the vehicle, or he would be tased again. The driver still refused to exit the vehicle. I then used the arc switch to re-energize the probes that were already deployed for approximately three seconds which caused full incapacitation again. I then commanded the driver to step out of the vehicle again at which time he did. He was then taken into custody without further incident. The other two passengers in the vehicle were taken into custody without incident by the assisting officers. The driver, identified as Jereal Reid, was placed into an assisting officer’s vehicle while I was gathering information. I then went to speak with Reid to remove the probes but was unable to due to him being uncooperative. While I was trying to get him to let me take the probes out, I smelt a very strong odor of intoxicants coming from his person, as well as bloodshot and watery eyes. Reid’s speech was also very slurred. I then inventoried the vehicle prior to the tow truck arriving on the scene and smelt the strong odor of intoxicants inside the vehicle. Reid was transported to Craighead County Detention Center. Once there, I read the Arkansas Statement of Rights form to Reid who stated he understood the rights as I read them but refused to initial each section. I then asked if he understood all parts of the reads I read to him, and he stated, “What rights?” I then asked Reid if he would take a breath test to which he refused. Reid was charged with Fleeing in a Vehicle (Felony), DWI 2nd Alcohol, Driving on Admin Suspended, Refusal to Submit to a Chemical Test, Driving a Vehicle without an Interlock Device, Resisting Arrest, and Speeding 15+ Over the Speed Limit. He was then turned over to the Craighead County Detention Center."

And that would be why he refused to get out and had the audacity to act as if he was so bewildered. DWI 2nd, driving on suspended, driving a car with no interlock after being part of his probation. So he thought adding fleeing to his rap sheet was a wise move along with resisting, and refusing the breathalyzer.

My dad had 4 sisters, three that were alcoholics, (I’m 82 now). They never learned to drive and depended on someone to drive them, especially to funerals. They were extremely fond of taxicabs, and would often be plastered when they arrived. These women remind me so much of them. I spent a long time laughing my butt off. Poor Trooper. I once had a guy that was so drunk and violent funny enough I was able to get him to calm down by saying if you want to go home close your eyes click your heels together and say there is no place like home, when it didn't work I told him he's just not concentrating enough that he needs to relax and stay calm and we can try it again in a little while it actually worked I was able to get him medically cleared booked and housed with no more trouble
