Trooper's Report: On August 13, 2024, at 12:57 pm, I was sitting stationary just off US Highway 79 in Stephens, when I observed a silver Chevy Blazer pass in front of me and turn right onto State Highway 57. I could see that the driver was not wearing a seatbelt. I pulled up behind the vehicle and attempted to initiate a traffic stop. Upon seeing my patrol vehicle with the emergency lights activated, the driver, identified as Carlos Brown, made a left turn onto Cannon Street and began to flee at a high rate of speed. Mr. Brown then turned right onto Chert Street before turning left onto Green Street, disregarding the stop sign. Mr. Brown continued traveling on Green Street, then turned left onto Carnelian Street before turning right onto Cannon Street. Mr. Brown continued north on Cannon Street before turning right onto Hillside Street, where he nearly ran off the roadway. Mr. Brown regained control of his vehicle and continued east on Hillside Street, before turning left onto Ouachita Road 137. Mr. Brown then turned left (south) back onto Cannon Street. As Mr. Brown approached the intersection of Cannon Street and Carnelian Street, he attempted to turn left at an unsafe speed, causing him to exit the roadway. Mr. Brown re-entered the road, and I maneuvered alongside his vehicle to attempt a Tactical Vehicle Intervention (TVI). As I made contact with the suspect vehicle, Mr. Brown applied his brakes and pulled into the front yard of a residence on Carnelian Street. This caused my patrol vehicle to sideswipe along the left side of Mr. Brown’s vehicle. As the driver's door came open, my patrol vehicle stopped against it. Mr. Brown then attempted to flee on foot from the driver's side door. Upon recognizing that there was no chance to escape from that direction, he re-entered his vehicle and exited from the front passenger door. Realizing that I was close to him and had my Taser drawn, Mr. Brown immediately got on the ground and gave up. He was taken into custody without further incident. The total length of the pursuit was estimated to be about 2 miles. Mr. Brown was charged with fleeing in a vehicle or conveyance (felony), reckless driving 1st, no seat belt, no liability insurance, and failure to register his vehicle. He was transported to the Ouachita County Sheriff's Office where he was held pending a first appearance. Note: During the attempted application of the TVI to end the pursuit, my patrol vehicle sustained damage to its right front bumper, right front fender, right front door, and PIT bumper

But I’ve been checking out a few different channels and the state troopers in Arkansas seem to be a very well oiled machine. I’m super impressed. I do think they need to get their hands on the team from King County Sherrif Air Support Guardian One helicopters so they can really nail down every suspect they encounter. Especially the mysterious hellcat that Mr Byrd wants to get. The helicopter guys from Washington would be an awesome asset with these guys… I’d love to see them together.

Until this month I’ve been riding around Arkansas with expired tags since 2021. Got stopped once and got my ticket dropped with 6 months of probation without even getting the tags fixed. This was in Sherwood too and they don’t play around. It’s never that serious to run from the cops. He turned a nothing ass ticket into a felony.
