I don't know about the contranian theory, but what I think is since the buyers of option always have the option and Writer of option has obligation, that's why we give more importance to sellers because they have to do thorough study and have to be more cautious about the market than buyers. It's my opinion, please correct me if I'm wrong...

I' m confused @ PCR interpretation. Option buyers are short term trader& option sellers are mostly positional. Therefore coi pcr less than 1 is bullish and more than 1 is bearish.
