On the contrary, Russia has always been there to help Africa come out of this situation, including apathied. The West claim they are in Africa to fight Jihadism. Africa is not of strategic importance to the US. It never has been and never will be. It is not a matter of being soft or ambivalent. Using those terms shows lack of seriousness. The world, especially the Russians, the Chinese and the Europeans, sees Africa as a source of raw materials, nothing more. If the world does devolve back to where it was before WWII, we may also see a return to imperialism in Africa. I see this already starting with the Chinese belt and road initiative, and European attempts to secure alternate sources for raw materials.

To enable, without challenge to Russian influence, either directly or via proxies does not contribute to stability on the Continent. I am sure western intelligence is aware of all you speak of but for reasons unknown to us, what you state is of similar concerns to them. An analogy: In a major western city; if authorities learn, early on, of gang (s) moving in, increasing #s, increased crime, and fail to act in a decisive manner, what you will see is gang culture having a firm grip on the city.
