Under maritime law acts of piracy include damage to the property of sovereign nations and dragging the cables for 6 hours could be considered attempted theft. Piracy still carries the death penalty. If the vessel is a Chinese maritime vessel, it isnt a military operation so China cannot legitimately object if the crew is dealt with as pirates and the vessel seized as compensation for the destruction of the cable.

It doesn't really matter if it was deliberate, as we all suspect, or if it was accidental, the ship should be seized. If judged deliberate, the crew should be arrested as saboteurs subject to imprisonment and the the vessel confiscated. If it was accidental the ship should be held until compensation is paid and confiscated if the compensation is withheld. It may have been a Chinese ship but the captain seems to be a Russian. Questions you didnt address: what convention is there regarding notifying nearby ports/vessells that you are dragging your anchor? After what length of time are you requured to make such a report? Given how often this happens, is there any agreement on whether the vessel causing the damages pays for repairs/compensation? The surrounding warships could nudge the culprit into port where the captain could be questioned. If necessary, the crew could be repatriated & the ship held till damages are paid. Theres no good to come if theyre just let go.
@ZaxboxСағат бұрын
This couldn't have "accidentally" happened. There's a process for dropping an anchor and you would definitely hear the event along with feeling the vibrations through the ships hull. And then the speed reduction along with friction and possible jerking from the anchor hitting or being dragged over whatever is on the sea floor would make it impossible not to know.

The ship in question had entered the baltic sea for Ust-Luga outside st Petersburg and were now heading for Egypt. Since this is the second chinese vessel that cuts seabed links (NewNew polarbear was the first one) it´s emerging a pattern where it´s likely that Russia gives visiting chinese vessels a little "special mission" where they are requested to drop anchor from one certain position to another. The question is what the chinese gets in return for this little mission, and to what degree Xi´s people are in on it?

To "drop anchor" one must lift the guillotine which "chokes the cable" and stops it from running out should the break fail on the windlass in heavy weather. So, there is a series of actions that have to be done before the anchor can be dropped. So I would say it was deliberate, like wise there was a Russian vessel that also did the same thing which shouts sabotage, especially as the Russian navy has harassed cable layers in the Baltic before.

• Dragging an Anchor for Over 100 Miles: It is nearly impossible for a ship to drag its anchor over such a distance without detection. The sound and vibrations caused by a dragging anchor would be noticeable to the crew, and onboard alarms would typically trigger. • Anchor Alarms and Procedures: Deploying or dragging an anchor is a loud process involving heavy metal chains and mechanical components. Alarms and sensors are designed to alert the crew to any issues. A dragging anchor would also put abnormal strain on the chain, which should be evident. • Crew Nationality: Ships often have multinational crews. It is plausible for a Russian captain to command a ship with a Chinese crew, but crew nationality does not inherently suggest responsibility for any incident. • Request for Assistance: If an anchor were stuck or causing problems, maritime protocol would usually require notifying authorities or requesting tug assistance. Failure to follow these protocols could indicate negligence or intentional misconduct. I am surprised the ship has not already been boarded.
