So many things they Could have done with the cop car. Amani tech, drop emp mines or spike mines, no wanted level while in the car, riot armor options, police radio that connects your voice chat to other people who own cop cars. Idk things you could actually have fun with? Oh rockstar you excel with this total lack of effort. Maybe they could have had Police cars off radar (like the RC vehicles). Cop missions like older GTA games. At least some of these ideas would have made it fun to own this otherwise one-shot death irrelevance of a vehicle.

So, if you wanna get an opinion if you riced out the interceptor. My honest opinion is it looks like a great drag-race car. Blower, lip spoiler on the trunk, wheelie bar juust in case, parachute; It all works together for that look; Not so much a street racing kind of car. (Besides, you try to take a corner and it'll find something to slam into lol) If only it really did work for the 4m+ pricetag. The absolute state of inflation in the Los Santos economy!

I feel like the developers add in the bare minimum. 5 million dollar + cop car and it has zero benefits. It's a one shotter with missiles, kinda fast, but not great. It's useless. It would have been cool if for all that money and no benefits, if buying this cop car gave you some type of immunity from the in game cops, like you won't get wanted levels for a limited time or at all. That would have been cool.
