Seems strangely designed. I'd have thought topping out should deal more damage than receiving garbage. Honestly it might be more worthwhile to build a board with like a side 5-chain, and if they top out when you do your first attack, then set off the other chain before they can set anything new up. No need to make a chain very much longer than your opponent's when they can "dodge" it anyways.
