I just made the logical leap. Here's what I think they wanted you to do: The upside down F above shows the position of the active lights in each column: 5 lights in column 1, 2 in columns 2, 3 and 4, 1 in column 5. The paper shows the position of each light in each row. 3 in rows 1 and 5, 2 separated by space in rows 2, 3 and 4. I can't blame you for having difficulty, I think 99% of players would also struggle with it.

Basically, it's a Picross puzzle, only the numbers outside the grid are replaced with squares
