Your are facing the error Could not open requirements file: [Errno 2] No such file or directory: 'requirements.txt' suggests that there is no requirements.txt file in the directory where you're running the command. You should check whether the file exists in your project root directory (telegram-scraping-adding-and-bulk-sms-bot). You have to run the command 'pip install -r requirements.txt' inside of the root directory. If your root directory has not 'requirements.txt' file, please download or clone the github repository again and follow the documentation of the project (README.md).
