Sir in second sub question you has used 3 Full adder and a hakf adder but the question ask to implement it using 4 half adders ???

I don't think a decrementor circuit can be implemented using a 4 half adders since a carry of 1 needs to be added anyways in each step so we have 3 inputs but a half adder takes only two inputs

for decrementer you want to subtract 0001 from the 4 bit binary number. Subtracting 1 is same as adding 2's complement of 0001 which is 1111. We are performing subtraction using addition as question asks us to use adders only.
