I have query please help me on this I booked from from Toronto to Doha- royal Morocco airlines and it will arrive 22 Dec 11:10 pm at Doha airport and my another flight at Doha airport indigo flight as on 2:10 am (3 hours layover two separate PNR ( baggage recheck).) My questions :1) can I get transit visa on immigration desk ? 2) in my case only 3 hours so I need hotel booking for Visa on arrival? 3) is there any solution?

yes they have the on desk transit visa facility but you should once contact your airlines to confirm because you just have 3 hours of layover. Otherwise you can easily apply for the Qatar visa
