Yes, the salve heals a fixed amount. When you drop items, your max hp drops, so the salve heals a larger percentage of your health. When you pick up the items again, you will have healed more hp in total.

let's say, you have 100 hp left out of 850. you drop 2 bracers and now you have 650 max hp. salve heals for the same fixed amount of 30hp per second for 13 seconds, so overall 390hp(excluding the passive hp regen). when you heal up you will have 490hp out of 650 and when you pick your bracers up, you will regain that max hp value from strength, plus you will gain current hp value based on the ration difference between your current hp and max hp. returning to the example: you have 490hp out of 650, which is 75% of max hp, bracers in early game give you +5 str which translates into +100max hp, but you will gain 75% of that value, so overall you're gonna heal up from 100 hp to 490+75+75=640. if you don't drop those bracers, you will only heal up by the fixed salve value, so you'll end up with 490 hp out of 850. you may say that 150hp difference is not that much to be worried about these mechanics, but dota is all about efficiency and these things add up. you can do the same thing with lotuses, fairy fires, mech, any other kind of healing. the same exact mechanics work with mana. the best way to actually feel the difference is by playing Morph, where you can have 10hp out of 2000, you attribute shift to the full agility, drop your str items, and end up with 300 max hp and pretty much anything heals you to full hp. try it in your games, it's a VERY useful tool, you'll love it

@faessle4067 it doesn't only give 75%, it gives you a percentage based on your current ratio. if you heal up to full hp it will give you 100%. same goes in opposite way, if you heal and end up having 20% hp, you will get 20% hp from the stats upon picking items up

it means a paid actor, someone who's goal is to lose games on purpose. it's just a term that dota players use to call griefers who do outrageous things in the game that eventually lead to losing. things like firstpicking bad heroes for roles where they are not intended to be played, feeding, sitting afk, and other things like that.
