This is a method called the Whistle Note/Whistle Register. From what I recall, both men and women can do it but usually only women have decent control over it. The technique as a whole is extremely difficult to learn due to it being so niche and usually happens on accident. It happens as a result of the vocal chords basically “glitching” out. This is just an amateur explanation ofc

You have to close your throat off almost entirely, and literally whistle through a tiny opening in your vocal chords. I’ve been practicing for quite a while and can make the sound easily, but it’s INCREDIBLY hard to control
