Quark was kind of a terrible person all thruout the series. He only did the right thing at the end because the Federation were better business, as he even said.

At that point it was clear to me that Quark was "saving face". In fact there are several times during the last seasons I got the impression that was the case more and more. Quark did have a core personality change, he just couldn't bring himself to admit it out loud to anyone unless he could "save face" as he admitted it.
