I agree it doesn't look like chudan at first glance but then again, if you look at him from the beginning of the match, he takes that kamae right away. It could be how he takes chudan. This is also footage from about 50 years ago and kendo that was taught then is a bit different from how it's taught now so there's the possibility he was taught that as chudan.
I'm thinking that the 'overzealous' shinai swinging is representative of a style of play that might favour more dissarming waza. The presure put on the other guys shinai seems more intense for this level of play. Just my opinion i'm only first dan. Any thoughts?

It's not any kamae in particular, they're both just in tsubazeriai.
