i dont know if foolish or anyone in lasnavadas except for Q and sam know techno was put in there, cause it may cause arguments about if he deserved to be in there or not (casue dream is actually a bad guy but techno just hates gov), but maybe they do know idk lol

Simple. Make a network of tunnels under all Las Nevadas and the bunker in a place near by, but out of Las Nevadas. The entrance of the network can be spread out in a way so there are multiple ways to get in, but you can get lost. This can be solved with a map that only people of Las Nevadas will own.

drista was involved but dream okayed it (they were playing a gambling game or something). he then took it to ranboo and made a deal that ranboo would claim the shulker box belongs to him, but is on "permanent loan" to foolish. they made a contract and everything. i guess to legitimize its existence? anyway in return, foolish owes ranboo an unspecified future favor (no intentional murder).
