Or you could go the extra mile and submit a ticket, these often work, but I wouldn't expect anyone to spend so much effort. Still it's annoying to see people complain about how toxic the game is then not report anyone, especially in higher elo it seems like people are just allergic to the report button.

Very rarely do i get a verified report, where riot actually banned/reprimanded the person. It doesn't stop me, but sometimes it just doesn't work

I recall someone on reddit saying that high ping gives you a swing advantage over people with lower ping, because you swing out and see them before their game registers you being out. If you've ever been killed by someone from seemingly nowhere, that's probably a result of this.
