how to calculate the position if the value of the location comes out in decimal value. Example - 8.2; which is not a whole number. In such cases how do we find the value of the quantile & quartile?

Very unlikely that you would be tested in this way but you would need to find the point that lies 2/10 of the way between observation 8 and 9
