Let's correct the historical context of the Queen's opening quip once and for all. The joke was NOT ad libbed by Her Majesty - it had been deliberately prepared for the Queen as an opening line, and it was suggested to her that she begin with it as (quote) 'an ice-breaker'. This is very clearly documented in the 1992 BBC documentary ELIZABETH R, with behind-the-scenes footage of the Queen being talked through the process of addressing Congress by her private secretary, Sir Robin Fellowes, who is clearly heard discussing the potential use of the quip with Her Majesty. Of course, the Queen had a fantastic sense of humour, so she would not have turned down the opportunity.
