Because there are no such laws in Jordan. Women in Jordan dress in modern western-style clothes as long as they are not tight or revealing in public. Use of headscarves is only prevalent among the lower and lower-middle classes, but they don't wear it because they have to. Those who do wear it, do so more as a fashion statement rather than a religious one.

Those who wear revealing clothes, to those who are covered in black from head to toe. The headscarf is not linked to a certain class nor do all those who wear it, wear it for tradition or as a fashion statement, some do wear it for religious reasons and they are quite a few.
